The short answer is that you need skill points to learn new skills, and you get skill points by solving cases.

There is lots and lots of great information on the Newbie FAQ, linked at the bottom of each page, as well as in the Welcome Newbies thread, sticked at the top of the Newbie Questions forum.

do you have to get the basic or intermidiate skill before getting the advanced one. like can i purchase advanced sweet talking w/o buying sweet talking or intermidiate sweet talking?

You can't get the advanced skills without first having the basic and intermediate (if available) skills.
