And is there something speacil you need to get invited into Shanghi La?

To get to Cairo first you need to get to Shangri-La. Both of the factions in Shangri-La can help you get to Cairo.

To get to Shangri-La you need to talk to the Prince's ambassador. The City News will tell you which city he is in on any given day.
