If you have 3 pieces of PE, and 2 of them point to suspects who have valid alibis, and the third points to the suspect whose alibi you were not able to check, is the third suspect guilty? The question is: does always one of the PE have to point to the guilty suspect?

If you've got 3 pieces of PE, and you've managed to identify all of them to suspects, and two of those suspects have real alibis, and the third has clammed on you, then yes, it's safe to accuse the clam of being guilty. There HAS to be one AND ONLY ONE guilty suspect in every case. If you've eliminated two of the three suspects, the third one MUST be it. Technically, yes, you're guessing, cause you don't have a verified alibi, but it's a fairly safe guess.
