You earn skill points by solving cases. Skill points are used to buy new skills. On your detective page is a box called "Learn New Skills"; click that and you'll see how many skill points it takes to buy various skills. The number of skill points you currently have is also

As it says on the learn new skills page-those skills are only learned by the factions. And you must have a good faction standing with them to learn it, and pay the required amount of skill points. They will tell you if they know you enough or dont know you enough to teach you the skill.
Since you are unsubbed, the only faction skills you can learn are from the ones in New York, but I'd stick to the basic necessary skills first rather than faction skills.
