Hey, I'm a newbie and was just wondering about when you do tasks for people. Is there a certain level you have to be on in order to be able to help, because ever time i ask they say they don't need anything! Is this normal?

You must have a postive standing with that faction leader.

If you are referring to 'little jobs' done with for the factions, then Lady Jas is correct. Once you have a positive standing with a faction you can do jobs for them and gain favor with them.

If you are talking about asking the townspeople if you can do favors for them, you must complete 4 cases before you can do a favor. You can count your previous favor as one of those 4 cases. So 4 cases, or 1 favor + 3 more cases = New favor. Just keep asking the townies after every successful case and eventually they will say "Yes", or "I don't, but the (other townie) does, go ask them"

From your exp it looks like you only did one or two cases. You need to do more before you can do a favor, like Ara said.
