There are new things in each of the other cities. Some are public knowledge and others are things you have to find on your own.

There are new factions, with skills you can only earn by traveling.

When you are subscribed and can do Arch Villian Hunts those take you to multiple cities.

When you are subscribed and part of an agency then you can take place in Treasure hunts which span multiple cities.

It expands your detectives skills and abilities.

If an arch villain stays in New York can you hunt him/her without subscribing?

You cannot start an arch villain hunt without being subscribed first... And arch villains always travel from city to city.

To start an Arch Villain you must first be subscribed and able to travel to a far away land to even begin to get the information on the villain. Arch Villains travel between all four cities as well.
