What does this 'safe cracking' do exactly??

Get intimidation, which will help you with the townspeople you question.
Safe cracking is only helpful if you are in an agency and solving treasure hunts. And even then, it only works on treasure hunts with keys. It enables you to get the treasure when you are still missing one of the keys.
