Submitting content to Sleuth?

I've been looking around the boards and it says to go to city hall and press submit content to Sleuth if you have to send a detective picture, but I'm not seeing it..
Can someone post a link or something?
It's probably going to be right there under my nose, but thanks.

Evy, that link was changed recently when the new FM submission system came in. There's a post in Sleuth talk with the link for sending avatars, if i remember right...

No, the heading has changed recently Evy. It's now "Writer's Workshop". And is the place where you can write intros for the random mysteries we all play, or you can write a Feature Mystery now using the very new and special online tool.

but you'll find it at City Hall at the bottom of the menu on the right.
Oh and the link for submitting avatars has disappeared.
Send them to avatars@hypoware.com (that should work)

Okay, thanks. Oh, and when I used to play, it took about a week for them to get your avatar as your picture. Is that still the same?

lately it can be as long as a month, because the editors take them en masse, edit them, then submit for addition which is dependent on Admin's schedule.

Last question, can I make the picture black and white myself? I'm a photoshop geek and I like to play with the contrast and such.
