When is suspect list complete?

Hi,
Is there any way to know when a suspect list is complete? Would like to not waste questions if possible...
Is there a set number for each level? (I'm doing Intermediate and Hard cases right now, so that would be most helpful...)

Talk to the fortune teller on the number of suspects to be sure (Consult the Fates).
As for those numbers of fakes, they aren't always right. So don't count on that definitely or you may end up with a FA.

When you go to the Fortune Teller, do you have to have interviewed all the suspects you know about already, or does that not matter?
Also, is it always pretty clear what he means? ("You have passed many signposts on your journey, but there are still some you must find" is decipherable, but only just...)
