The skill helps when you are talking to someone of the opposite sex, in your case male, and will give a bit of a help when you sweet talk them or ask them to bend the rules (for the townspeople).
It works only when you sweet talk or rule bend, so if they are clammed up it is too late.

Flirting is an automatic skill--it increases the chance that a clammed suspect of the opposite sex will answer your questions when using charming interview skills (sweet talking, rule bending) by 20%. It is *extremely* helpful. You are a very new player, so you may not see the benefit just yet, but trust me, it's there! :)
