I know about the three factions, real estate agency, and Shady character, but what does the bank vault do? when can you use it?

As you are not in agency you would, and still low on the factions. You may be better off with pickpocketing or hypnotism. Pickpocketing gives you the money if the client is the murderer. Hypnotism gives you more suspects with motives, when you ask the motive question.

As you are a fairly new player. I would not focus on those skills yet. Get your rule bending/sweet talking/analyze evidence first.
My favourite skill is the research one. It knocks one suspect with no or fake alibi off your list. Other people have other favourite skills though, so I am sure not the authority.
