Oops. Ihave solved 771 cases, quit 83 cases, and have 107860 ex. points and have spent 90% of my time in N.Y. and I don't have any PE contact.

Ouch, that's got to hurt. Ben has said that the odds of you getting a PE contact increase dramatically after you hit 150,000 exp points. So keep doing your favours, and eventually you'll get that PE contact. Hang in there :)

Ah here, from the Newbie FAQ:
"When do you get a second contact in a city?
Usually it doesn't take too long, but it varies. Once you are at 150,000 experience points, your chances of acquiring a second contact in a given city increases. "
