Looking at the map, I would say 1. It looks like the ones "close to the river" are:
Fortune Teller
Bar
Concierge
Tea Merchant
I know that the Concierge and Tea Merchant are considered close to the river, as I have had them both in my hunts.

I have a BIG note on the top of the book I write my hunts down in that says "In London the Fortune Teller IS close to the River". So go figure!
