Why does it allow you to ask open specific questions and the only answer you get is "I am sorry. I don't know anything about that."?

If (when) you're over 100 000 XP you can ask them a specific question that will help you start an arch villain hunt. Checking the city news when you log on after 100 000 should help you to figure out what question to ask. Until then you just gotta enjoy the fact that when you ask the barber for a haircut, s/he tells you s/he doesn't know anything about that...like for ironic value...
