According to the sleuth helper file, no. A RRH case has 3 pieces of evidence only.

damn , i made a silly mistake , i was playing an IH case , and thought i was playing an RRH , played according to the fact that there are 3 PE's ... and got an FA

An incredibly hard case can have 3 OR 4 pieces of evidence. Sorry about your FA Growing Fear.
