Pop-up blockers off/still having message problems

OK, I read that I need to turn my pop-up blockers off. From what I can tell, I have two pop-up blockers on my browser. One is part of the Yahoo toolbar. One is part of my Google toolbar. I turned pop-up blocking off on both. I also turned off pop-up blocking from my pulldown tools menu. I do have Phishing blocker on.

I tried sending myself a test message by messaging myself from the "who's online" part of City Hall. The instructions that I read said I should message myself and then click on another tab within Sleuth, and if messaging was working properly, I should get the message I sent to myself. When I changed windows, I got nothing.

I really want to get this fixed so that I can join an agency. So frustrating! Help???

How about anti-virus software? If you've got Norton's you'll have to switch that one off as well.

Thank you! Shutting of Norton's pop-up protection did the trick. Had no idea I had so many redundant pop-up blockers.
