Flirting increases likelihood of success when using Sweet Talking or Rule Bending on a member of the opposite sex.
It works automatically, you do not have to do anything special.

it increases the likelihood of success wen using sweet talking or rule bending by 20% , but only on the person of the opposite gender :P
