After successfully solving four cases (i.e., four normal cases, or one favour and three normal cases), you will get a favour case. This happens by asking a townie (eg, the shoemaker, music teacher, banker, etc) if there is a favour you can do for them. This will allow you to get another case, and if you solve it successfully, your reward will be either a piece of equipment (which you can wear or sell), or the townie will become a contact. From the Newbie FAQ (linked at the bottom of every page): "Contacts are townspeople who have become your friends and will always answer an unlimited number of questions when working on a case (they won't clam up). You earn contacts by doing favors for people." You will get two contacts per city: one WE (witness evidence) and one PE (physical evidence). Hopefully this answers your question.
