Consigliere is a name related to La Cosa Nosta.

If you have the highest rating with a certain faction you become the "head" of that faction for that day. Each faction has a different name for it.

Becoming the head of the faction allows you a special reward, that is a secret.

You can get the highest points by doing the little jobs and cases that positively affect that faction. (either solving the +, or quitting the -)

I believe that around 40 points or so is the average to become faction head, but that is just an average. Sometimes you could make it with less, sometimes you'll need more. Remember you are trying to get more points than the last detective who was the head of the faction.

You do not have to be subscribed to get the faction benefits. You only need to do little jobs, which is available to everyone. Subscribing would get you more cases per day, and you can join an agency to swap cases with others that can help you advance with the faction of your choice.

What they said. I have been Mother Inquisitor for the Dies Arcanum Brotherhood once or twice. It was pretty cool. =-)
