Surveillance gives you the chance to unclam a clammed-up suspect allowing you to freely choose which unanswered question you'd like them to answer if you get it to work on the suspect in question.
However, it doesn't always work, but chances of it working increase if wearing smarts.
Oh, and it can only be used once per case :)
