Are pirates now blockading all ports, or am I just unlucky? I'm in London, and I've been trying to take a short business trip back to NY twice now, and both times I've lost my fare to pirates. Should I expect this to continue until I learn to negotiate, or is it worth trying another time?

Nope, they're not blockading all ports all the time - it's a bit luck of the draw if you bump into them or not, and sounds like you came up short a couple of times there, regrettably.
Usually if I ran into them before learning to negotiate, they weren't there if I clicked the same city again right after, but I also know others who've chosen a detour to one of the other cities while trying to get to a certain place.
Hope you'll make it round them :)
