Is there a point at which it does not help your "smart" ability to increase the equipment adjustment score? If I have a T of -3, S of 22 and C of 1 am I going to actually get more information on physical evidence that if I have a T/2-S/12-C/10? Inversely, will more questions be answered by townies and suspects if I am overloaded on charm equipment?

Correct on both counts.

Being loaded up on smarts will give you better odds of finding and identifying (meaning whether it is curly/straight, left.right, etc.) physical evidence.

Being loaded up on charm or tough gear will give better odds of getting people to answer your questions
