You will want to increase charm by buying skills and gear in order to use your skills better not in order to make them cheaper.

sorry guys for being dumb , got it now i just have to increase charm to lower skill costs : ) kidding

i thought being very tough or very charming depends on points not on the archetype coz in the following two paragraphs u will find two costs for the same skill and the same archetype so i thought maybe the first had more points as cost was lower

skill help :
Detective Statistics
Detectives have three statistics: Toughness, Smarts and Charm. It costs less skill points to learn a skill that is based on a statistic your detective has a high value in. For instance, if a Very Charming detective wants to learn Interrogation, it will cost them 7 skill points to learn it, however, it would cost a Very Tough detective ONLY 3 SKILL POINTS. Your statistics never change through the life of your detective, so choose well.

Detective Skills
Solving crimes can be tough. Evidence is hard to analyze. Suspects and witnesses are rarely very cooperative. Skills give sleuths a chance to do their job. Some skills help you convince unwilling witnesses to answer a few extra questions. Other skills aid you in finding and analysing physical evidence. Skills are purchased with Skill Points. You start with a certain number of Skill Points and earn more for solving crimes. Every skill is associated with a statistic and the higher you are in that statistic, the easier it is for you to learn the skill. For instance, if a Very Charming detective wants to learn Interrogation, it will cost them 7 skill points to learn it, however, it would cost a Very Tough detective ONLY 4 SKILL POINTS. (im not yelling im just pointing them out )

the first paragraph said 3 and the second 4 points for Interrogation for a very tough detective .

Yeah, you're right - there's an error in there, should have said "only 3 skill points" in both cases.

Very-something detectives can subtract 4 points from the base cost of skills that match their archetype.

Combined-archetype detectives can subtract 2 points from the base cost of skills that match the 2 types they cover.

Every detective will have to pay full price/base cost for skills that belong to a different "statistic" than their archetype :)

Does this mean that if I am tough and charming I will NEVER be Very Tough and Very Charming? O dear how depressing if so.

Well, yes - you're archetype/basic character trait will always be the same - in your case then Tough and Charming.

However, it doesn't mean that you won't be able to get the same skills as a Very Tough or a Very Charming detective, or that these won't work just as well for you as for a Very-something detective.

The archetype is only an indication of how many skill points a skill will cost you to get. This means that you'll get a reduction of 2 points on all the Tough skills and all the Charm skills, but you will have to pay the full "price" for Smart skills. As comparison a f.ex. Very Tough detective would get a reduction of 4 points on all the Tough skills, but would have to pay full "price" for Charm and Smart skills :)
