I've actually gone through the whole humongous sticky finally and this isn't there.

I read about it earlier somewhere, and my understanding is that it applies to all sweet talking/interrogating/rule bending/intimidation. Does it matter whether you're in your home city?

No, it doesn't--our understanding is that it's just like wearing an extra piece of tough or smart equipment worth whatever the status bonus is.

This is from a post from ages ago, and the answer is from Ben:

The status bonus is a small modifier for Toughness and Charm tests. So, if you try to user Intimidation, Interrogation, Sweet Talking or Rule Bending, the status bonus will give you a slightly higher chance of success. And, if you succeed, suspect/witness is slightly more likely to answer more than one additional question.

Basically, it works the same way as Toughness or Charm friendly equipment.
