it seems to me that when one is in another city one ought to be
able to access the agency safe.

I think of the safe as a big heavy object built into the agency walls. If you travel in real life, you can not take your safe with you, so why should you be able to in Sleuthville?
Just make sure you leave money in the safe to cover the daily rent, then when you get back to town, deposit your travel earnings.

For you, it might be cheaper to just move your agency from one city to the next. It would only cost $3000 to move the agency (whiskey cellar), all of which is taken out of the office safe. Actually the cost should be slightly less, as you get a small deposit back. At least that happens for larger HQ's. Hope this helps.

There area few 'gypsy agencies' out there that do exactly that. Travel from place to place to earn contacts or follow the big hunt.
