Hi Helen - nope, the setup of the game is such that it's not possible for you to join any agency without subscribing. The 'agency' side of things is for subscribed players only.

being in an agency you can get help with your cases, store your cases to play at a later time, participate in treasure hunts, and use the crime lab to analyze evidence and use equipment stored in the equipment locker
