What is Sleuth Theme?
it gives me the options of Classic Sleuth and Shady Character, I switched to Classic, but I didn't notice any changes.

Before Shadow of the Villains, Sleuth looked a bit different. Classic Sleuth is the theme that makes Sleuth look like the way it was before the expansion. Shady Character is the default theme. The other themes are locked.
According to the administration, I cannot tell you how to unlock a theme. It's your job to figure that one out.
