I have noticed that surveillance only works once per case (if at all), maybe this is to keep the game balanced.

But I do not understand, why another detective can not use surveillance on the same case. I think if another agent is following the suspect, they should be able to use surveillance too.

Maybe because when another detective opens a case there is a chance that they will unclam a suspect or two? Or maybe because that suspect is already aware (sort of speak) that he/she maybe followed?
