It appears there's a spelling mistake in the description of White Parrot...

"More cleaver than your average Parrot, this beautiful creature is not only smart enough to speak, but also smart enough to know when not to."

More cleaver, hmm? ;)

Apparently this is not an error. The Parrot has a rapier like wit, and this ability to deliver cutting remarks makes it indeed "more cleaver" than the average parrot.

The parrot eats cuttlefish constantly and the crunching affects one's concentration.....?

Maybe having a parrot on your shoulder gives you distracting thoughts of being a Pirate (and subsequently blocking shipping lanes....)
