I recommend waiting for a hat as a gift from a solved favor case. Or, if you can't wait, you can purchase one at the Detective store on the Upper West Side of Manhattan around 11th Avenue and 63rd Street.

When you do a successful favour for a townie a hat will eventually come up as a prize. Wait for one of those if you can. Alternatively you could buy one from the detective shop (magnifying glass on map) but in all honesty they're not worth it.
