The thing is, lockpicking is useful, but so is advanced hair/thread. I can't rank them in terms of which is more important. If you're frustrated by locked doors, or feel that you need just a few more questions out of your suspects, go with lockpicking. But if it's evidence that's giving you a hard time, get the advanced smart skills. You'll need the lot, so really, it's up to you.
