If I subscribed, would I be able to make an agency (of course) and invite non-subs to join my agency?

No, you must be subscribed in order to join an agency.

as serena said, you MUST be subscribed to join any agency, or to make one. so if you subscribed, then, yes, you could make an agency (of course). but, no, non-subs could not join your agency, even if you invited them, if they are not subscribed. because you must be subscribed in order to join an agency.
