I'm at a lost at what the adjustments are for. Do they make purchasing skills (Research, Flirting, etc.) cheaper?

Your archeotype determines how much cheaper your skils are to buy. Read newbie FAQ (at bottom of every page) for info on this.
Your equipment enhances toughness, smartness, charming skills so that you may interview a suspect/townie or search the crime scene
