does anyone know how the pts are awarded? sometimes i get skill pts sometimes i don't. i thought it was the level of hardness but now i'm confused.

COST: 12 skill points
TYPE: Smarts

FACTION: The Circle of Light (Shanghai, Delhi)
SKILL: Surveillance
COST: 15 skill points
TYPE: Smarts

FACTION: The Dies Arcanum Brotherhood (New York, Delhi)
SKILL: Pick Pocketing
COST: 12 skill points
TYPE: Toughness
