The bank vault is only useful for very specific things.
You need to be subscribed.
You need to be in an agency.
You need to be participating in a Key hunt.
You need to have the Safe Cracking skill.
Then when you are on the last favor for that hunt you can visit the vault and snatch the prize.
Which means that safe cracking is only useful to those who are subscribed and in agencies.
