Well here is what I know so far:
Order of Socrotes is in City Hall menu
Brotherhood is in the Church
La Costa Nordstra is in the Real Estate place
Circle of Light is in the bank vault (that took me a long while to figer out)
Green Hand is at the hotel
and last but not least
Eastern Triads are in the Tea shop.
If you are a newbie then you can't go to the last three fractions because they are in different cities. Hope this helped!

Actually, newbies, can go to all the factions, as long as they subscribe. I was addicted by the 4th day and dished out my pocket change for my first month.

As far as I know circle of light doesn't have a place you can go to visit them like visiting thier sister group OOS at the city hall. We don't know what's happening with Shangri-la... All sorts of new possibilities may present themselves, but as of yet nobody is talking. If you'd like to subscribe you can play the featured mysteries which will give you some more info on the factions and all sorts of other goodies. Which is why I say subscribe and find out. :0)

The circle of light does have a place, all the factions do. They are at the bank in Delhi and SHanghai.

Terribly sorry. Was thinking of the OOS splinter group, is it Children of Truth? They don't actually have a meeting place you can visit do they?

No, the Children of Thought only appear in The Doomsayer Trilogy and are nota faction (yet?) you can visit or learn a skill from. But who knows with all those future changes?
