how can i make new contacts

You get contacts by doing favours for the townies - once in a while someone will become your contact instead of giving you an item.
However, you can only get 2 contacts per city and once you get a contact you can't change him or her for another towny, you're stuck with what you get :)

also, you only get one PE contact and one WE per city. That means you cant get the barber and the shoemaker for example. {although it would be nice, ;) }
