A question about items

Party Feather:
Toughness Test Adjustment: -3
Smarts Test Adjustment: 1
Charm Test Adjustment: 3
Seal Skin Hat:
Charm Test Adjustment: 4
So why does the Party Feather cost 4000 (when sold) while the Seal Skin Hat costs 3200? It doesn;t make sense to me...

Alright, then how about this:
Crystal Pendant:
Toughness Test Adjustment: -1
Charm Test Adjustment: 3
Gold Bangle:
Charm Test Adjustment: 3
Both are sold for $1600, and both give +3 Charm, but one of them gives also -1 Toughness. Doesn't make much sense, does it? The Crystal Pendant is somewhat harmful, so it should cost less...
P.S.: One more item that gives +3 and costs $1600:

I do believe that the items without any negatives are only found in the tougher level cases or from the factions. Some of the other items that have a similar value in dollars are not available later on as well.
An example is the White Lab Coat. Only available through favors at a particular level, after that they are no longer given out. Not able to purchase, have to get luck or work out a deal with another agency.

That makes a bit more sense, however all of the items in my posts are Favor items - I have found no place to buy them. So unless you can buy a Crystal Pendant from the Cabaret (which I have visited only once) it is also Favors only item... and so we're back where we started: why does it cost the same amount as a Gold Bangle?
Well, I guess it's jsut one of the game's strange things...
