First, you must quit your current agency. Then you can visit the realtor in any city. This will show you what is available. It will ask for you to choose a headquarters and pay the downpayment.

I OPEN THE AGENCY BUT HOW DO I BECOME AN AGENCY WHERE YOU DON'T HAVE TO PAY DAILY RENT? I WAS IN AN AGENCY LIKE THAT BEFORE.

Please don't shout Kym. All agencies require daily rent to be paid. It is taken from the agency safe daily. If you fall behind you'll automatically be shut down.
If you don't want to pay rent, then you'll have to join an established agency that does not require the agents to pay a portion.

The only way to do that is by having enough cash in your agency's safe - either by having put it in there yourself, won a good deal of treasure hunts, or having had enough other generous players donate beforehand so that newcomers won't have to pay when the join ;)
