when you receive the information that Felicitas is at the Tea House go back to the man who is Funding the Museum.Keep going between him and the museum and look every now and then in the City Hall,after a time the man who is funding the Museum disappears and a clock strikes 6 o'clock.Goto the Tea merchant and ask to the whereabouts of the woman you are looking for.Hope this helps Jango
