Correct, the only reason to visit the vault is:
If you are subscribed
& belong to an agency
& are participating in a key hunt
& if it is the last favor for the hunt
& if you have Safe Cracking Skill
Other than that the safe is just there as flavor text.
Do not learn safe cracking until you have your other skills and you are part of an agency.
