Skill points are earned when you get enough experience points. So, for example, when you first start, you'll get 1 or 2 skill points for an easy case. After awhile it becomes harder and harder to earn skill points. When you get past say 100,000 experience points, you only earn about 1 skill point for doing 2 "almost impossible" cases.
