You need to be part of an agency to use the safe cracking skill, which means you need to be subscribed. It's used in treasure hunts.
As a general rule, it's good idea to get your interviewing (tough or charming) skills and your smart skills before focusing on the faction skills/

Faction skills can be learned only from the....factions. Such as the above mentioned Safe Cracking (from La Cosa Nostra), pugilism (from The Green Hand), hypnotism (from The Order of Socrates), etc.
Interviewing skills are the skills that help you to get answers out of suspects/witnesses such as interrogation & intimidation (tough skills) or sweet talking & rule bending (charm skills).
