Fame is built up two ways.
The primary way is by solving cases. Each case turned in by a detective in the agency adds to the fame total (9 for an AI case, on down to 1 for the Easy cases). This is where helping each other out and having good team work is the best advantage.
The secondary way of gaining fame points is by hunting as you pointed out. It takes some team work to quickly complete a hunt.
Most agencies balance the two ways of earning fame points.
