i don't see skills for sale in the detective store and in the help
table of contents where skills are discussed and listed there is
no reference of where you go to purchase them....

On your detective page, you will see that the number of skill points you have available is underlined. Click on that number and it will bring you to the page where you buy skills.

By solving cases. Keep in mind that as your detective's experience increases it will take you more experience to get a single Skill point. At first you get 1 Skill point for every 10 exp earned, then - 1 point every 20 exp, then - 1 point every... 30 or 40 exp (I'm not sure, but I think it is 40), and so on...

Shadowblack's math is a little off, but yes, you get skill points by solving cases. Please refer to cfm's Welcome Newbies thread on this page for more information.
