Well, if you have all the advanced skills for analyzing evidence at the crime scene, then yes, chances of finding out whether f.ex. a hair is straight or curly are lowered the lower your equipment's smart adjustment is.
However, it won't affect your ability to find all the physical evidence present at the crime scene. Once you have the four basic skills (you start out with basic Handwriting and Footprint analysis but will have to acquire Hair and Thread), you'll automatically always find all of the evidence, and this is not affected by your smarts adjustment in any way.
The advanced skills, on the other hand, can give you more detailed information about what type of evidence you're dealing with, and chances of getting that additional info are increased the higher you're smarts adjustment is.
That said you rarely strike out completely even with a smarts adjustment of minus something, and wearing equipment that enhances your interviewing skills (be they tough or charming but preferably only one side to start with and with equipment to match) is extremely, if not more, important as well.
So as long as your not in an agency where you can usually max up on smarts equipment when going to the crime scene and the max up on either tough or charm gear for interviewing the suspects, the best thing you can do is to gradually get together a set of equipment that supports both smarts and whichever of the sides you choose for interviewing the suspects and townspeople, OR one that enhances either just toughness or charm :)
