It's completely random as to who you will get a favor from. If you ask a townie if (s)he needs a favor and they don't they will tell you that so and so has work for someone like you. Believe me it only really becomes important when you are in an agency and a certain contact is needed in the agency to help with AI cases, or you're on a hunt and REALLY need a favor from a certain townie and you have done favors for everyone else, TWICE (or more), and now are threatening to hire a hit on some of that townies friends just so he or she will need a favor.

maybe its cuz i'm not in an agency so i dunno what some of the features ur referring to. can u elaborate more? =P sorry if its taht obvious what ur saying. oh btw that last part sounds like ur trying to kill the townies friend? i wasn't aware we could enlist as a hitman = o

Ok, no real hitmen in the game, but will do CFM's dirty work for her at least one more time.
When you are unsubscribed, you should feel free to do any favor that comes your way. They can only help you earn more experience points and there by become a better detective.
When you are subscribed and part of a angency there are some strategies that start to crop up, such as earning contacts in various cities, and searching for favors needed for hunts. Those are best left to when you subscribe.

nah its alrite :P i'm sure i woulda understood it if i was subscribed . but uh u can still get contacts if ur not subscribed no? doesn't that mean their still useful?

yes, contacts are still useful whether you are subscribed or not. But, it is sooo nice to be subscribed!
