How many points do you need with a Gang before they will teach you their special skill?

I would say about 28 to be safe.

To work with factions:
1 to get in the door
10 to open hunts
25 to learn a special skill
30+ to get the best price on gear

Do you need to be a subscriber to have a very strong affiliation with a political body?

You only need a subscription to have a strong affiliation with the Circle of Light, Eastern Triads, and Green Hand since they are only available outside of New York. Subscription has the additional benefit of allowing you to join an agency and as a result get cases of a particular faction from other agency members so you can gain points with the faction at a faster rate.
