Suspect Won't say Alibi

I am doing a hard case. I didn't have any physical evidence in the crime scene. By interviewing suspects, I got one person with witness evidence. However, this person clammed up since the beginning and I did not get an alibi out of her. Any ideas?

You have to quit the case. Or at least you should.

If you were part of an agency you could put it in the case files for someone else to try and unclam her or someone for you.

You have no way of knowing if she is the murderer.

You need

liar/none + WE = guilty
liar/none + PE = guilty
WE + WE = guilty

with only WE and no alibi you are just guessing.

If you didnt get any evidence at crime scene you probably dont have the basic thread and hair skills. Without those you can never find hair or thread.
I would sugest going back a level till you earn enough points and buy this skills. Doing hard cases without all the PE could be very difficult.
