How many faction points do you need to learn the special skill? 15-20-25 what? are the factions the same points for each one?

25 points to get them to teach you the skill.
You also need the Skill Points to be able to learn it.
Of course the standard, learn all the smart and interview (tough or charming) skills first disclaimer goes here.

No, different faction skills are worth different amounts of skill points.
I think hynotism at 17 is the most expensive?

LED is correct, you need 25 Faction points for them to teach you a skill, plus what ever the Skill point cost is for that skill.
